Quest for the holy grail: Government-in-a-box

Government systems are synonymous with fragmentation, complexity, high cost and doomed for failure. The focus is usually on how unique each country, agency or department is different. Although the domains of government agencies can be disparate, the function of government is essentially the same. So instead of focusing the differences, why can’t we shift the paradigm and focus on the similarities. In an ideal world, government should be able to use common platforms across agencies to significantly reduce complexity and duplication. This would lead to better customer experience, reduced cost, better agility and quicker time to market. This conference will focus on common digital playbooks to get us closer to the holy grail of a more unified government tech eco-system. How far can we push this to eventually become Government-in-a-box.

Using AI as strategic assets, AI/data-driven government aims to help leaders more effectively accomplish their mission, increase efficiency, and improve evidence-based policymaking.

AI applications help to support government functions affecting citizens in areas like environment protection, social welfare benefits, healthcare and municipal services etc. The next generation government could advance the deployment of AI to automate manual processes and drive smarter decisions by extracting actionable insights from AI. We will discuss emerging trends and best practices of how government could use AI to enhance mission outcomes, as well as take a human-driven approach in service design with AI.

Impact and strategy for technical debt and legacy systems & modernization: Dealing with aging technology, not necessarily only in terms of the infrastructure but mainly the aging pieces of software that are used to deliver services and are now deemed as high maintenance both in generating problems but also high costs. When it comes to Event Driven Services (Microservices) do you look beyond reusable or share libraries for applications that were designed and built many years ago or rather focus on the business components required to formulate a business application? Decomposing business domain into composable business capabilities will allow us to bring together such capabilities to form & address different needs.

Self-sovereign identities, security, trust and international standards for interoperability. How to offer secure e-Services & e-Identification in today’s context? Countries are actively developing, adapting and securing their ways of interacting with citizen and industry. New ways for online identification and authorization arise. We observe that Mobile is becoming the standard platform for G2C interaction. But how can we make all of this ease of use & inclusive, One-stop-shop based, Secure and Interoperable (cross-border)? Choice of technology & governance pops up again: Central versus distributed? Can new technologies like SSI or blockchain or biometric identity systems offer a solution? And what would an all-inclusive mobile based solution (eWallet) look like?

This is a sharing and demonstration of the Open Digital Platform, a Smart City Operating System developed by GovTech and JTC. The ODP will be deployed in Punggol Digital District, a next-generation business park of JTC and Singapore's Smart City showcase. With the ODP, JTC can achieve energy and manpower savings, and businesses and innovators can easily "plug and play" into the estate's digital infrastructure and develop smart urban solutions.

Emerging Leaders Programme: Real-Time Economy in the Public Sector

Real-time economy (RTE) is an environment where all the transactions between business entities are in digital format, increasingly automatically generated, and completed in real-time without store and forward processing, both from business and IT-processing perspectives. In Public Sector, the main benefit of RTE is associated with the elimination of "unproductive work" performed by businesses, citizens and the state, which can be done through real-time exchange of high-quality data. E.g.: imagine the full digital cycle from public consultation ➔ eProcurement ➔ eInvoicing ➔ accounting (also in a cross-border context). The purpose of this topic is to discuss the challenges, burdens and needs to implement a RTE status in public sector.

Data Sovereignty and Cloud

Data is the fuel of the digital transformation of societies. Data-sovereignty is a critical enabler for unlocking data-sharing on large scale data markets. One cloud-based architecture that offers data-sovereignty in order to build these markets is called international data spaces (IDS). It underlies the European union legislation for an inner market for data until 2030 built on data-sovereignty. What are these so-called international data spaces? What other architectures can enable data-sovereignty and large-scale data-markets? How are different countries preparing for large scale data-sharing? What geo-pollical role can data-sovereignty and data embassies play in the future?

GovTech represents a whole-of-government approach to public sector modernization that promotes simple, efficient and transparent government with the citizen at the center of reforms. Multistakeholder engagement, involving aspiring GovTech countries, development partners, private sector, academia, and civil society is critical to secure integrated and sustainable digital transformation of public sectors. Now that we are moving to data driven economy, it is important to foster the creation of value out of open data through its usage by the private sector, mainly new incubators.
