HELP - ICA Peer to Peer Exchange (VISION III)

The “ICA Knowledge Sharing IT Government Programme” aims to develop IT government professionals’ technological skills in technologically emerging countries by facilitating this “Knowledge Sharing Seminar” or “Peer to Peer Education Lab”.

The Programme, organized by ICA and with the joint effort of the World Bank High-level Experts, Leaders, and Practitioners (HELP), will bring together field experts and academia in order to address “digital awareness and implementation” in developing countries.

Keynote Presentation: The Fourth Industrial Revolution

The First Industrial Revolution was of urbanisation and industrialisation, powered by steam. The Second used electricity, for mass production. The Third, also known as the Digital Revolution, is the evolution of analog and mechanical devices to electronics and digital technology. We are in the Third Industrial Revolution and are on the cusp of the Fourth Industrial Revolution - a new and exciting era in which technology becomes embedded within our everyday lives, marked by breakthroughs in AI, robotics, IoT, and other technologies.

How have AI experts been equipping themselves to respond, as the society moves from “d” to “AI”? What are the steps they have taken in responding to Government applications that aim to address societal challenges?

Our distinguished AI expert will share with us the working principles, the exciting initiatives, the successes and perhaps the failures and learnings that he has experienced thus far in applying Artificial Intelligence, Machine Learning and Data Science.

Industry - Co-creation of Collaborative Transformation

"Two are better than one because they have a better return for their labor." The co-operation between Government and Industry is an excellent example of the wise proverb. The Government provides the necessary funding to enable the Industry’s competitively advanced technological research, while we can’t overlook the role of Academia who also joins at the forefront as a major player in the R&D process.

Our distinguished panel will discuss the functions and outcomes during this collaborative transformation process through case studies of ICA member countries so that we better understand the dynamics of these alliances and correctly implement the best practices that evolved from these joint ventures.

The Future of Public Services through AI

While a number of public administrations worldwide are deploying Artificial Intelligence (AI) to address societal challenges with greater efficiency and personalised service to citizens, there are still others who are sceptical about the implications.

Specific use algorithms greet us on our digital devices, connect us to news of personal focus and partly take on the driver’s seat! In production, we see changes concerning work culture and environment, as well as introduction of new infrastructures- all presenting new challenges in ethics, data privacy and governance for legal researchers, experts and practitioners.

This interactive day looks at “The Future of Public Services through AI.” The morning briefing sessions will lead us to the afternoon “deep dives” addressing these issues, while the closing session will map the away ahead.

Together, Government CIOs, public servants, industry, civil society and AI experts will discuss accomplishments, future challenges and the role that public administration should play for the overall benefit of society.
