From the Chair



Dear Members of ICA

The Joint ICA Board and Programme Committee Spring meeting took place in Limassol, Cyprus, on the 6 & 7 May 2004. It was held at the Hawaii Grand Hotel, where the 38th Conference will take place.

The main purposes of the meeting were to finalise preparations for the Conference and its Agenda, and to follow up on the 2004 ICA Work-plan.

The meeting was very interesting and productive; I can now provide some of the details and results. I hope the information below will be useful to you. For any additional information please do not hesitate to contact me, or any ICA Board Member.

News from the Board



ICA 38th CONFERENCE - Arrangements

The venue for the ICA 38th Conference is now known to be at the Hawaii Grand Hotel and Resort in Limassol in Cyprus and will take place on 19-21 October 2004.

Limassol (Lemesso) is a beautiful resort village; 30 minutes drive from the Larnaca International Airport of Cyprus, and not very far from Nicosia, the capital of Cyprus. The famous outstanding hospitality of the Cypriot people will assure another great experience in the series of ICA Conferences. The general Agenda includes a meeting of National Representatives (NR) & Deputy NRs on Monday morning (18 October), followed by the ICA Council Annual Meeting on Monday afternoon.

Delegates who are attending an ICA Conference for the first time will be invited to an orientation meeting to be hosted by the ICA Vice Chair, Choy-Peng Wu on Monday at 18:00 hours. This will make you more familiar with ICA tradition and the way we operate.

A welcome reception will take place at the beautiful Hawaii Grand Gardens on Monday evening. This will be hosted by the new Minister of Finance and by the Mayor of Limassol. Tuesday morning, the opening session will commence with a Welcome Speech from our host, the Minister of Finance of Cyprus, followed by an interesting keynote speaker. Two full conference sessions & a one hour session of Larry Caffrey's Round Table are planned for the rest of the day. Tuesday is not a free evening; our host plans an interesting Cypriot Traditional evening & Dinner. Accompanying persons are invited. Wednesday will start with Affinity Groups work sessions. All delegates are invited to join one of three Affinity Groups. The ICA Study Groups will then report back to conference and another Keynote speaker will end the morning session. In the afternoon, an interesting Panel discussion on a highly topical subject, followed by one hour of Larry's Round Table .

A social event is planned for Wednesday evening, this includes a visit to the "Time Elevator" and Limassol Castle, followed by a Taverna Meze Dinner. Thursday morning we hear the reports of Affinity Groups followed by another plenary session. In the afternoon there is the third and final Round Table discussion; then the Closing session with an interesting Futurist Keynote Speaker. As usual we conclude our Conference with a Gala Dinner, including an Awards Ceremony and an invitation to next year's Conference in Salzburg, Austria.

For the accompanying persons , who will join us at all evening social activities, we have two more morning events:- an Excursion to Lefkara village on Tuesday and an excursion to Kourio Kolossi Castle on Wednesday. As usual there is a fixed charge for all accompaning persons to cover the costs of the social programme.

Wednesday Keynote Speaker is Jimmy Shwartzkopf, Meta-Group

Thursday Keynote Speaker is Dr. David Passig, Futurist from Bar-Ilan University in Bney-Brak, Israel.

ICA Future Conferences


2005: The 39th Conference is now confirmed as taking place in Salzburg, Austria during the week commencing 11 September 2005. 2006: To balance our Conferences between continents, we are now checking the option of having the 40th Conference in October of 2006 in Mexico. More details to follow. 2007:We now plan to hold the 41st Conference in Dublin during September 2007. discussions are still to take place with Sweden, New Zealand and any new ICA members on the possibility of future conferences.

Study Group Activity



Enterprise Architecture: This is a very active Study led by Denmark. An initial meeting was held in the USA in November, and in April in Stockholm.

Further meetings are planned for June in Copenhagen. The Study Group is now working in partnership with OECD and intends to present preliminary findings to the Cyprus Conference. For more details please contact John Gøtze at JGZ@itst.dk

Knowledge Management: The Study Group leader, Hugo Agius-Muscat, aims to close the group workings by the end of the year. Further work still needs to be done but this will fall short of a further full survey. For more details please contact Dr. Hugo Agius-Muscat at hugo.agius-muscat@gov.mt .

New Ideas for future Study Groups include "IT Portfolio Management" and "Identity Management".

ICA Membership



A formal request for ICA membership has been received from New Zealand. It was agreed that a recommendation for acceptance would be made to the ICA Council at their next meeting. Taiwan, Italy India and Greece were identified as prime targets for future membership. France and Slovakia were to be considered to be lapsed members.

ICA Membership Models



As reported, the ICA Board decided to generate a "think piece" on the merits or pitfalls of opening up ICA membership beyond countries and a few key executives (National Representatives) to individual public sector IT/IM executives. In effect, create an International CIO Council so as to facilitate/learn from the interaction of professionals within a given sphere (i.e. public security, taxation, education, etc.). John Riddle, former Chair of ICA, has submitted a first draft to the Board, with some very interesting ideas.

The client for this think piece would be the Board/Programme Committee as well as the National Representatives Meeting in Limassol

ICA Strategic Plan


The ICA Strategic Plan, according to which the organization functions, was last revisited more than six years ago.

The Board decided that it is now the right time to revisit and update the Strategic Plan, to fit present and future developments. More on this next time.
