From the Chair
Dear Members of ICA
A Joint ICA Board and Programme Committee meeting took place in London on the 26 & 27 January 2004.
It was decided that I, as Chair of ICA, would issue a more frequent newsletter to members, to keep you updated on the activities of ICA all year around. I hope the information below will be useful to you. For any additional information please do not hesitate to contact me, or any ICA Board Member.

News from the Board
The main purposes of the ICA Board and Programme Committee meeting in London were to plan the 38th Conference and to agree on the 2004 ICA Work-plan. The meeting was very interesting and productive; here are some of the results discussed: -
ICA 38th CONFERENCE - Arrangements
The venue for the ICA 38th Conference is now known to be Limassol in Cyprus and will take place on 19-21 October 2004. Limassol is a beautiful resort village; 20 minutes drive from the Larnaca International Airport of Cyprus, and not very far from Nicosia, the capital of Cyprus. The famous hospitality of the Cypriot people will assure another great experience in the series of ICA Conferences.
The general Agenda includes a meeting of National Representatives (NR) & Deputy NRs on Monday morning (18 October), followed by the ICA Council annual meeting on Monday afternoon. A welcome reception will take place at the Conference hotel in the evening.
Tuesday morning, the opening session will greet our host, the Minister of Finance of Cyprus, followed by an interesting keynote speaker. Two full sessions & one hour of Larry's Round Table session are planned for the rest of Tuesday. Tuesday is not a free evening; our host plans an interesting evening for us. Accompanying persons are invited.
Wednesday will start with another Keynote speaker after which we split into three Affinity Groups. For Wednesday afternoon ..surprise, surprise .., free time to enjoy the beach and other Cyprus delights.
A social event is planned for this evening as well.
Thursday morning we hear the reports of Affinity Groups and Study Groups followed by another plenary session. In the afternoon a second Round Table session followed by the Closing session, with an interesting Keynote Speaker.
As usual we conclude our Conference with a Gala Dinner, including an Awards Ceremony and an invitation to next year's Conference in Salzburg, Vienna.

My thanks to you all, delegates of the 37th Conference in Tallinn, for your feedback and evaluation reports. This helped the Program Committee to develop an interesting agenda for the Limassol Conference.
The Theme of the 38th Conference:

ICA Future Conferences
2005: The 39th Conference is now confirmed as taking place in Salzburg, Austria during the week commencing 11 September 2005.
2006: Enda Holland reported preliminary tasks were well in hand on the outline program, which will take place in Dublin in October 2006.
2007: discussions are still to take place with Mexico and Sweden and any new ICA members on the possibility of future conferences.
Study Group Activity
Enterprise Architecture: This is a new Study led by Denmark. An initial meeting was held in the USA in November. Further meetings are planned for April (in Stockholm) and in June in Copenhagen. The Study Group is now working in partnership with OECD and intends to present preliminary findings to the Cyprus Conference.

Knowledge Management: The Study Group leader, Hugo Agius-Muscat, aims to close the group workings by the end of the year. Further work still needs to be done but this will fall short of a further full survey. For more details please contact Dr. Hugo Agius-Muscat at hugo.agius-muscat@gov.mt
ICA Membership
A formal request for ICA membership has been received from New Zealand. It was agreed that a recommendation for acceptance would be made to the ICA Council at their next meeting.
Taiwan, Italy India and Greece were identified as prime targets for future membership. France and Slovakia were to be considered to be lapsed members.
ICA Membership Models
The ICA Board decided to generate a "think piece" on the merits or pitfalls of opening up ICA membership beyond countries and a few key executives (National Representatives) to individual public sector IT/IM executives. In effect, create an International CIO Council so as to facilitate/learn from the interaction of professionals within a given sphere (i.e. public security, taxation, education, etc). The client for this think piece would be the Board/Programme Committee as well as the National Representatives Meeting in Limassol.
